National Integrity System (NIS) Assessment
The NIS assessment approach used in this report provides a framework to analyze the effectiveness of Aruba’s institutions in preventing and fighting corruption and in fostering transparency and integrity.
The framework includes all principal institutions and actors that form a state. These include all branches of government, the public and private sectors, the media, and civil society. However, when the institutions are characterized by a lack of appropriate regulations and by unaccountable behavior, corruption is likely to thrive, with negative knock-on effects on important goals such as good governance, sustainable development and quality of life.

Dr. Willeke Slingerland LLM is the head of the Saxion UAS research group on Resilient Democracy. She has 13 years of experience in good governance and integrity research. She has worked with governments, the business sector, media and civil society to promote integrity by means of collective action. Willeke has a particular interest in exploring the link between networks and corruption. She was the lead researcher of the 2012 NIS Netherlands project, which she carried out by order of Transparency International Netherlands. Willeke is passionate about providing professionals and students with the set of knowledge, skills and competences to strengthen their individual and collective integrity
Mr. Thomas R. Riemersma LLM is a lecturer and researcher of applied research at Saxion University of Applied Sciences in the Netherlands. His research focusses on resilient democracy and money laundering. He is particularly interested in the network aspect of good governance, integrity and money laundering. He is lecturer (international) law, governance and ethics and has been involved in integrity and money laundering research, also as the Head of Supervision at FIU Sint Maarten. Thomas Riemersma has a strong link with Aruba. He started as lecturer civil law for the University of Aruba, was briefly a legislative lawyer at DWJZ and worked as a partnering lawyer in local law firm. Thomas is project manager of the NIS Aruba.
