Grounded Professionalism. Reflections on the Contextualization of Professional Services
Professional services such as education, health care, policing, the judiciary, welfare, and the like, can be found everywhere. But what they mean and how they are organized, how their ‘professionalism’ is defined and takes shape, and what professionals do and how they render services – all of this is full of variety. In this inaugural address, Mirko Noordegraaf will argue that we have to ground professionalism, in order to take context into account.
Mobilising community voices in governance. Towards an UA-agenda for enhancing empowerment and responsiveness
Governments as well as institutions for public services and with public authority, are by their very nature obliged to be responsive to the needs of citizens and to the needs of the communities they are part of. At the same time, all over the world, citizens, communities and societies struggle with how to articulate their needs, claims and solutions independently and in such a way that their voices are not only heard but also are responded to in a meaningful way. Wieger Bakker will first explore what we know about what is needed for a sustainable relation between civil society, government and market.

Prof. Mirko Noordegraaf
Prof. Mirko Noordegraaf (1969) is extraordinary professor of Governance and Professional Services at the University of Aruba. In addition, he is professor of Public Management at the Utrecht School of Governance, and vice-dean Societal impact at the Faculty of Law, Economics & Governance (REBO), Utrecht University. Since many years he is involved in developing and strengthening OGM (Organization, Governance and Management) of the Faculty of Arts and Sciences (FAS), in relation to the university of Aruba, the island, students, inhabitants and stakeholders. During the past few years he studies public professionalism within organizational and societal settings, with an emphasis on ‘organizing’ and ‘connective professionalism’. He published the text book “Public Management. Performance, Professionalism and Politics” (2015), he supervises PhD projects, he publishes in international journals, he is an editor of the Journal of Professions and Organization (JPO), he leads academic consultancy projects, he chairs the Dutch ‘Vereniging voor Bestuurskunde’ (VB).
Prof. Wieger Bakker
Prof. Wieger Bakker (1958) is extraordinary professor of Governance, Community and Cohesion at the University of Aruba. Furthermore, he is professor of Society Oriented Higher Education at the Utrecht School of Governance and for the Faculty of Law, Economics and Governance. In addition to that he is dean Lifelong Learning for Utrecht University as a whole. He is a sociologist by training and at Utrecht University working in the domain of public policy and governance. In this he has a strong interest in education, democratic citizenship and the role of civil society. Since 2014 he is actively involved in supporting the OGM-program of the University of Aruba. With the colleagues of the FAS he is working on expanding the range of programs in governance and leadership for the region and on stimulating the social engagement through research, training and dialogue. The last few years he is involved in research projects concerning professional expertise in relation to University Continuing Education. Next to these activities he is deputy director of the Inter University Centre Dubrovnik on fostering inclusive international cooperation in science.
